What I wanna do is to add Oil-Derricks to Denmark, Norway, Texas, and other regions that must have it in 2020, to let them have oils. First, I tried to change sea-hexes ownership to the regions, but hexes owned by UN seems cannot be changed using 'event 44'. Next, I changed the XY-coordinates of derricks to the countries' water territories, but no oils have produced from it. The regions in Modern World MOD are enjoying oils, but I couldn't find out how that have been done. How should I do?

The work around I used in Modern world was as follows. Create a custom oil Derrick that cannot be built.(important since the player could abuse the hell out of these) Said oil derrick will synthesize oil from minute amounts of water. Place Custom oil derricks in any hex in a nations borders. Profit.
Only real downside is that if these derricks are completely destroyed in war then the player/AI cannot rebuild them. But since its pretty rare that a facility is completely destroyed this isn't much of an issue.
It's worth noting that i only did this for regions who had NO oil in their national waters.. for many nations I simply moved the regular derrick they should have had to a hex which did have oil. Or combined the 2 methods if needed to make up the difference. IE if they had 4 derricks in the north sea but only 2 hexes with oil I moved 2 then gave them 2 of the custom derricks to make up the difference.
Its easy to tell which is which.. if a derick is on a hex that has no oil that's a custom one. If its on a hex with oil then its a regular one.
