What edits need to be made to provide the ability to build communications satellites outside of the modern day and satellite mods? For instance I may want to play with No Colonies or Shattered World, but I cannot access communications satellites inside of those scenarios. Thanks.

The tech you want to unlock these would need to have tech effect 205 which is what allows communications sat production. Since without the Modern world or sats mod installed this tech effect does nothing I don't see any reason I shouldn't update them to include this at default. I'll update them to include this by default eventually, but For now you should be able to point them to a custom tech file and recache them. If your unfamiliar with modding the easiest way would be open the Cold war Sats scenario file. Look at the bottom line. Copy and paste that line to the bottom of any scenario you want to access sats in. No recaching necessary. This is simply telling the scenario to use the tech file from the SATS mod which has tech effect 205 already assigned to a tech instead of the default tech file .

I've been trying what you are saying and I'm not getting it to work right now... That being said I'm not too broken up right now as I have a few other things coming up that are well quite more important than a game... and other games coming out, oh tomorrow, that I've been waiting to come out. Thanks for the modding advice though. I'll play around with it more later when I have more time.

It's possible that override won't work in a situation where you start with the techs. Either way I'll be updating these scenarios with the proper tech file within the next few days.

Have the various scenario packs been updated to allow for the use of communication satellites? Naw I've been going through some personal family issues and haven't really touched the mods lately. I'll try to get myself to work on this soon.

No worries. Family issues probably ought to come first anyway. Thanks! Just an update on this, I will be forced to update all my mods to be compatible with Update 3, At that time I'll update them to be compatible with the Sat mod.
