The net result is that Aggressive nations are far less likely to receive help from nations. Declaring war hurts their relations and lessens the chances the Ally will join them in war. Having war declared on you gives your Allies CB toward your enemy and makes them more likely to declare war themselves. Of course proxy wars are still possible with the proper transit treaties. NATO nations for example will commit Air and Naval forces to their allies in the time of war.. but not land unless a Land transit treaty is signed. (Or that Nation already hosts foreign troops such as U.S. troops in Germany etc)
Those of you who like to play High Volatility should notice a VERY different game.

- NATO and CSTO/SCO are now mutual defense Pacts.
- Alliances are more rare at start. (Most modern alliances are Mutual defense Pacts more so than full fledged alliances, not all alliances have been removed but I will review this in the future)
- Numerous tweaks to individual nations relations.(of course there are many more that are needed)
- Removed embassy treaties between most nations and north Korea.(think I removed like 50 of the 100+ that should have been removed)
- Most Transit and supply treaties are now based on what kind of foreign troops a nation hosts. Which means most of these are one way treaties.
Examples: Russia has a Naval base in the Ukraine. But that alone doesn't mean the Navy of the Ukraine has free reign to go anywhere in Russian waters. Same can be said with U.S. and Germany. The U.S. has many military bases in Germany but those agreements don't include Giving Germany the right to send tanks to the mid west..
Most NATO members have Air and Sea with each other but not land. - Removed the old AI minister Events until the BG fixes the bug, Marked the engine to ignore the 100 or so ones I added this update.
- Re-added the Ports I had removed from small islands. The lack of Supply/transit treaties reduces the destack bug
- Added More foreign Aid based treaties to start.(X amount of money a day for X days to signify foreign aid)
